Celeritas MVD

CELERITAS

The CELERITAS system is a unique digital system designed for enforcing average speed measurements over a section of road in automatic mode.

It enables the detection of speeding violations through the acquisition of images of vehicles. These images, processed by special information systems, ensure the reliability of the assessment and allow for subsequent verification of the violation by the vehicle owner.

What are the features of the CELERITAS system?

  • Ability for public authorities to enforce traffic regulations.
  • Ensures compliance with speed limits over an entire stretch of road, rather than just at specific points.
  • Enhances acceptability among citizens.
  • System automation allows for maximum mobility.
  • Respects confidentiality rules.
  • Sensitive data is only accessed by authorized personnel (law enforcement officers).
  • Ensures reliable detection to prevent false notifications of violations.
  • Operates automatically 24 hours a day, even without on-site agents.

The CELERITAS system is perceived as fairer than current devices for punctual speed control, which are often seen as traps set up by the police. It also contributes to safer traffic conditions.

Itverifiesspeed in the same way for everyone, regardless of their knowledge of the location of speed assessment devices. It allows for punctual speeding, such as for overtaking, as long as the average speed over the designated stretch complies with the set limits.

Moreover, it promotes safety by focusing on compliance with speed limits over the entire stretch, rather than encouraging sudden slowdowns and subsequent accelerations near speed detection points, which can be observed when drivers are aware of the location of these devices.

System Components

The CELERITAS MVD system consists of one or more pair of peripheral monitoring stations and a central management server. The communication between the server and the peripheral stations, as well as between the server and the operator stations, is encrypted.

Peripheral Station Management

A single peripheral station includes:

  1. Vista EnVES video capture sensors to monitor all lanes.
  2. Sensors for instantaneous speed detection and vehicle classification.

Vehicle detection and classification are performed using video analysis and an enhanced AI engine.

The Vista EnVES sensor is equipped with a high-resolution camera and an integrated IR illuminator. It has an IP65 protection rating according to EN 60529.

The system operates efficiently without the need for expensive and bulky support structures like portals.

The system can communicate data and images of breached transits through any IP network, whether wired (fiber optic, UTP cable, etc.) or wireless (including cellular channels).

The CELERITAS system utilizes an exclusive INTERNATIONAL PATENTED technology that enables it to detect a significant number of violations, distinguishing it from other speed control systems. Experimental tests conducted over nearly a year, validated by the Department of Information Engineering at the University of Siena, showed that well over 30% of vehicles passing by were detected exceeding the imposed speed limit. The coupling error rate was found to be only 0.28% on average in the worst-case scenarios, ensuring that the system avoids imposing undue penalties.

The server can receive data and images of violations detected by multiple peripheral stations. Authorized personnel can access the server through a secure communication channel to carry out verification and detection activities in full compliance with the law.

The server's capacity allows for managing peripheral assessment stations on a municipal, provincial, regional, or national scale, depending on its sizing.

Ministerial Approval

The CELERITAS EVO 1506 and CELERITAS MVD 2022 are approved by Italian Ministry of transportations
